During their meeting President Rivlin thanked President Macron for his warm welcome and personal friendship and invited him to visit Israel soon. The president noted that his visit was to mark the 70th anniversary of diplomatic relations between the two countries, a sign of the shared democratic values and the common interests which we intend to further deepen. The meeting focused on the threat from Iran and its proxies in Syria and Lebanon. Ahead of President Macron’s upcoming visit to Lebanon, scheduled for early February, President Rivlin stressed that the Lebanese state was being held hostage by a terrorist organization, Hizbollah, supported by Iran. The president emphasized that we have no desire for conflict with Lebanon and that in an ideal world there could be good relations between the two countries, but that we cannot ignore the continued Lebanese violations of UN Security Council Resolution 1701 and the arming of Hizbollah with guided weapons. “Hizballah is creating facilities to produce and convert precision-guided missiles in the heart of Beirut under civilian cover and with Iranian support,” said the president to President Macron, adding “this threatens Israeli security and could force us to respond, dragging the region into escalation that could badly harm Lebanon.” The president emphasized that, as the sovereign power, it is the Lebanese government that bears sole responsibility for what happens in its country and that Israel does not distinguish between Hizbollah and the Lebanese state. He added that “I expect France to exert whatever pressure necessary on the Lebanese government to display its sovereignty and rid itself of Iranian and Hizbollah involvement that could lead us to war.” Regarding the situation in Syria, the president said that Israel will not allow the build-up of Iranian presence in Syria which represents a direct threat to Israel and the entire region. “So long as Iran and its proxies continue to establish their presence, Israel will act to defend its security, including acting against the transfer of advanced armaments from Iran via Syria to Hizbollah in Lebanon.” The president said that it removing Iran from Syria was a shared international interest in pursuit of regional stability. Concerning events in Gaza, the president made it clear that the State of Israel is making all efforts possible to promote contacts to de-escalate the situation and civil-economic initiatives with Gaza to prevent a humanitarian crisis and give the people of Gaza hope. “Israel is not interested in escalation,” emphasized the president, “but will not allow its sovereignty, the security of its civilians or its infrastructure to be harmed, and will act decisively against any threat,” he added. The president asked for France’s help in returning the bodies of IDF soldiers Oron Shaul and Hadar Goldin ז"ל, and the two Israeli citizens held in Gaza. “This is a gross violation of international humanitarian law and Hamas does not even allow the Red Cross to visit,” said the president. At the end of the bilateral meeting, both presidents gave statements to the press: President Rivlin thanked President Macron for his hospitality and stressed the partnership between the two countries: “Israel and France stand together at the forefront of the fight against terrorism around the world. The deep cooperation between us is a vital force multiplier in this global effort. Just recently this cooperation prevented an attempted attack here in Paris. It is important that we deepen and broaden the partnership, which protects our shared values, between us.” “Today, it is the Iranian regime and its proxies that are the key source of instability and proliferation of terrorism in the Middle East and Europe,” said the president. “For us, the Iranian regime is an enemy that does not mask its intentions regarding the destruction of Israel. We must take this seriously. The Iranian threat is not restricted to its nuclear program. It continues with its missile program which represents no less serious a threat, and to extend the influence of the Iranian regime across the Middle East, particularly in Syria and Lebanon through Hizbollah and others.” The president noted Hizbollah’s precision missile arsenal that is deployed across Lebanon and is aimed at Israeli citizens, and the terror tunnels it dug into Israeli territory, saying “If we are threatened from Lebanon, we will not stand by. Lebanon bears sovereign responsibility for all Hizbollah actions. France is a power with decisive influence in our region and it is vital that she understands that Hizbollah is part of the Lebanese system. The Lebanese president cannot wash his hands of it if Iranian missiles are fired from his country onto Israel. We have just completed the destruction of six terror tunnels that Hizbollah dug into Israeli territory in violation of Israeli sovereignty, of UN resolutions, specifically UN Security Council Resolution 1701. We say clearly to the Lebanese government and to its allies around the world: Hizbollah’s aggression must be stopped before we find ourselves dragged into a conflict that neither Lebanon nor Israel want. The stability of the Middle East is important to Israel. We now have ongoing strategic cooperation with Jordan and Egypt and other Arab and Muslim countries for the good of regional stability. It is a tragedy that Lebanon is not part of this widening circle of cooperation.” The president also spoke about anti-Semitism, saying “in a few days we will mark International Holocaust Remembrance Day, and unfortunately we see that anti-Semitism is once again raising its ugly head in France, particularly over the last year. Just recently, we mourned the murders of Sarah Halimi and Marie Kandel ז"ל. Mr President, I would like to thank you on behalf of the people of Israel for your leadership in the fight against anti-Semitism. Your remarks that anti-Semitism and anti-Zionism are connected, and taking responsibility for crimes of the Vichy regime are a sign of that leadership. The program of Holocaust remembrance that your government has introduced into the education system is an important message and a very important step. Your government’s position against anti-Semitism is particularly significant at a time when senior politicians, members of European governments, are no longer embarrassed to be anti-Semites or to rewrite history.” President Macron of France thanked President Rivlin for his words and also emphasized the good relations between the countries, saying “the relations between Israel and France have deepened and strengthened over the last 70 years in many fields. When we disagree, we do so as friends and agree from time to time not to agree. The friendship between Israel and France looks to the future and proves that the cooperation between is wide-ranging and constantly expanding. The French community in Israel is the link between our countries and the young people on both sides are our future. We must invest in them. The Jewish community in France is an inseparable part of French history and I am determined to continue and strengthen our fight against anti-Semitism, which is absolutely opposed our values and everything our democracy represents. We will never accept any violence or intimidation in our country. We will do everything we can to ensure that anti-Semitism is eliminated.” “We also have close security cooperation and sometimes, as I have said, we do not agree - for example, regarding the Iranian nuclear agreement. I have explained France’s position on this issue many times and I want to repeat that Israeli security remains for us one of the most important principles of regional security. We believe that we must continue the dialog in order to control Iran’s nuclear and ballistic missile activity. Because of that, I told the president of my concerns about the recent fire on Israel from Syria. We will continue to keep Israeli interests regarding Israel at the forefront of our mind and will make sure that our partners do the same. Regarding Lebanon, I expressed my concern about the discovery of the tunnels that were dug towards Israel and commended our intensive cooperation in the field of counter-terrorism. Regarding the Israeli-Palestinian issue, I repeated our position that a solution will only be found through dialog and mutual respect and I want to comment the president’s brave and pragmatic position that we must build trust between the two sides. France will do all it can to find a solution on the ground, and when it is found we will support it with all our might. I believe that from where we are standing now, we must continue to fight without compromise against anything that threatens mutual respect. The continued building of settlements delays a solution and at the same time any boycott that aims to harm Israeli interests is unacceptable to us.” During the meeting, President Rivlin accepted his counterpart’s invitation and this evening President and Mrs Rivlin will be guests at a state dinner held in their honor. During the event the post office of the Brazilian state of Amazonas launched a stamp (see attached) that had been prepared by Christian friends of Israel from Manaus in honor of 70 years of Israel's independence. Following is an excerpt of Prime Minister Netanyahu's remarks: "My wife Sara and I are delighted to be with you in Brazil. We have no better friends in the world than the Evangelical community, and the Evangelical community has no better friend in the world than the State of Israel. If you are a Christian in the Middle East, there’s only one place where you are safe. There’s only one place where the Christian community is growing, thriving, prospering. That’s in the State of Israel. Because everywhere else, if you’re a Christian, you have to be very careful, or you have to leave. Not in Israel. You are pour brothers and our sisters and we protect the rights of Christians as we protect the rights of all religions. But this isn’t only a matter of justice, and it’s not only a matter of value. It’s a matter of the deepest sympathy in recognizing our common traditions, our common heritage. Israel and Jerusalem are one. And Jerusalem, from the time of King David, 300 years before King Hezekiah, was the capital of our people, has remained the capital of our people, and will remain the united, eternal capital of the Jewish people for all time. You don’t need this reminder because you know our history, and you know our common roots. Our histories are intertwined, our faith is intertwined, our values are intertwined. And so every time that we dig with a shovel in our land, we find ancient synagogues or ancient churches. And sometimes we don’t even have to dig. And when you come to Israel today, you see a country that welcomes you as brothers and sisters. You see a country that values religious freedom. You see a country that is pride of our past and carries our values to the future. You see a country where the ideal was that every person is born in the Image of God. This is the original idea of equality, in the ancient world, thousands of years ago. These are the values that produced our modern civilization. And they’re anchored in the faiths that we hold dear. These are also the faiths, the values that create the future. Israel is seizing the future. We now have an opportunity in Brazil to seize it together. President Bolsonaro says, 'We are brothers,' he says. We are brothers, and we are going to seize the future together. You know that President Bolsonaro’s first name in Hebrew is Yair, which is also the name of our son. But Yair means something in Hebrew: He who brings light. And I think that we have now an opportunity together to bring a lot of light to the people of Brazil and the people of Israel. This is an alliance of brothers. So I want to invite all of you next year in Jerusalem. I want to invite all of you to come to Israel, next year, it’s only two days away. We shall welcome you with all the love and warmth that we reserve for family. You are part of our family and we are part of yours. Following are Prime Minister Netanyahu's remarks: "Sara and I bring you greetings from Jerusalem, to Rio de Janeiro and to Brazil, our brothers. This is what President-Elect Bolsonaro said yesterday. He said: 'We are brothers.' Not 'We are allies,' not 'We have common interests.' Brothers from the heart. And today I want to speak to you, members of the Jewish communities and the Governor, honorary Jew, our governor. I want to speak to you about the heart and the mind. I’ll start with the mind, and I’ll get to the heart, and to the Jewish heart, in a minute. Which cow produces the most milk in the world? Is it an American cow? No. Is it a Dutch cow? No. Is it an Australian cow? No. Is it an Argentinian cow? No. It’s not even a Russian cow, it’s about one third. This is why Mr. Putin has asked us to build farms in Russia, and why we’re doing it in China, and why we’re doing it in India. The biggest producer of cows that produce most milk is this cow, an Israeli cow. It’s not because it’s a Jewish cow, it’s because it’s an Israeli cow. It’s a computerized cow. Which country produces clean water from brackish water, from waste water, more than any other country? It’s Israel; 86% of our waste water is recycled. The next country is Spain, 17%. Does Brazil need water? Yes. Does Brazil need milk? Yes. Is there anything that Brazil doesn’t need? It needs good health, longevity, protection from disease, it needs safe transportation, it needs security. All these things, Israel has. And the reason we have it, is because there’s a revolution in the world, a great revolution. And it is a technological revolution which gives tremendous value to products of the mind. Products of the mind are more important than products of the earth, like oil. The five largest companies in 2007 were companies that were making oil. Only one, Microsoft, was making a product of the mind. And in ten years, ten short years, a revolution occurred that didn’t happen in history, because after ten years, not one of the energy companies is left. But look at how many companies that are producing products of the mind are there. One, two, three, four, five, six, seven. Seven out of ten. Every one of those companies, has, not a research and development center in Israel, a major research and development center. In fact it’s probably their biggest outside their home country. There are 300 such centers of the leading companies in the world, because Israel is producing products of the mind. This is the connection of big data, artificial intelligence and connectivity. It creates new industries. Like cyber. You want your planes protected, so they’re not brought down by hackers? Well, Israel is the second largest cyber power in the world. We went from 10% of the cyber markets, security market in 2010 to double that in three years. We had a car industry. That’s the car we had. Susita, it’s called, a horse. I had one. I won’t tell you about it. We crashed, literally. But today we have a car industry because 85% of the value of a car is software. It’s a computer on wheels. Now we have Waze. Do you use Waze? That’s from Israel, and Mobileye which was just bought for 15 billion dollars by Intel. Revolutionary new industries. This is all in the last ten years. 500 companies. Those who innovate seize the future. The future belongs to those who innovate. Israel is the innovation nations. It produces products of the mind. We want to cooperate with Brazil on products of the mind in agriculture, in water, in health, in security, in defense. Products of the mind. A tremendous partnership. We have decided, President Bolsonaro and I, to have here delegations for security, for defense, for agriculture, for water, and for the other industries. Several delegations will be coming here in the coming months to map out the full extent of Brazil’s cooperation with Israel. This is a partnership that has been meaning to happen, meant to happen, and we’re going to make it happen very fast Mr. Bolsonaro also said this: 'I will move the embassy to Jerusalem. It’s not a question of if, just a question of when.' President Trump said the same thing. He moved the embassy. And President Bolsonaro will move the embassy as well. He accepted my invitation to visit Israel in the coming months and he’s going to do it, he says, by March. And I look forward to receiving him with the same spirit and the same brother hood that he received me and that you are receiving us." Products of the mind describe half the story. They don’t describe the heart. Yesterday, my wife Sara and I decided to go to do a stroll on the beach, Copacabana, with your permission, Governor. And we walked on the beach. There must have been about 10,000 people on the beach where we crossed, about that. One shouted 'Free Palestine.' That’s it. But thousands received us warmly. Thousands. And I saw some people playing soccer, football, so I played. I had the opportunity to touch the people, and they had the opportunity to touch us. They have focus groups in politics. They do focus groups. They put people in a room and they ask them questions. This was our focus group, a huge focus group with a lot of sand. And you could see the warmth and the love and the enthusiasm of the people there, Brazilian, also of course, Evangelicals, but not only, I have to say. The citizens of Rio embraced us in such a direct and warm way, we could see there’s a meeting of the hearts. So I welcome that, especially. And of course there is also something else, which is the special connection of the Jewish community here. I appreciate that you come from all parts of Brazil. In a future visit, I would say, 'Next year in the Amazonas' but not this year. This year the Amazonas came to us, and I appreciate that very much. There is a special warmth that the Jewish community of Brazil feels for Israel. They are proud of Brazil and they love Brazil. They’re proud of Israel and they love Israel. And they are a wonderful bridge between our two countries. We feel that there is a tremendous empathy. I view Israel as the home of all Jews. All Jews should feel welcome in Israel. All of you are welcome in Israel. And I have to tell you that we have made a pledge for centuries, 'Next year in Jerusalem'. I’d like to see all of you. I would hope that you spearhead this revolution in our relationship between Brazil in Israel. There’s no question, it’s going to be a fantastic brotherhood, a fantastic relationship. And you have a special role, as our ambassadors, as the ambassadors of this friendship between us. Brazil is the fifth country that we visited within the space of one year in Latin America. First Sara and I went to Argentina, Colombia and Mexico. Mr. Temer asked me, would you come to Brazil. I said, sure, after the elections. And, I keep my promise. But there was a fourth visit, just a few weeks ago; Sara was invited by the president of Guatemala, by the wife of the president, to come there. And she went there. I think it’s the first time that the wife of a prime minister makes such a visit, and she was received with full honors, helping that country after the earthquake, the unfortunate earthquake that was there, and was received. Again, in all these countries we were received with tremendous enthusiasm. So Latin America is on our map, and you can see it because we’re actually going there. We love Latin America and we’re coming to Latin America, you can see we’re doing it because we believe in this relationship. We attach enormous importance to Brazil on its own and Brazil in the context of Latin America. Israel is coming to Latin America, Latin America is coming to Israel. It’s a revolution in our diplomatic effort. I will be going with Sara and our delegation on Tuesday to the inauguration of President Bolsonaro. I think it’s a symbolic moment, it’s a historic moment. I’ll be meeting there other heads of state and other dignitaries, including from Latin America. I think this heralds a historic change, a historic pivot. I want to ask you, each of you, to take part in this adventure and to be part of history. And I invite you to bring all your friends to Jerusalem and I will receive you there personally. But tell me before you come." Following is an excerpt from Prime Minister Netanyahu's remarks: "I am very moved and at this historic occasion I must ask you: [in Portuguese] Is everything OK? Everything is OK! [end Portuguese]. This is a moving occasion because it is truly an historic occasion. I told President Bolsonaro that it is inconceivable that we needed to wait over 70 years for a Prime minister of Israel to visit Brazil. President Bolsonaro said that this is not just a friendship or an alliance of interests but also an alliance of brothers. There is much in this because we are facing a new world in which people can achieve amazing things. With cooperation and brotherhood it is possible to achieve things that cannot be imagined. We agreed between us on the way to take this cooperation to new heights. Today I would like to tell you, with the perspective of thousands of years, that we are experiencing here at this moment, our people, the Jewish people, a breaking of the rules of history. Many peoples were exiled from their lands; they all disappeared, found new lands or were absorbed into other peoples. The Jewish people are the only one that refused to find a new land, or be absorbed. We remained faithful to our land and for thousands of years we said 'Next Year in Jerusalem.' We did not lose hope even through pogroms, the expulsion from Spain, the expulsion from Portugal and pogroms in Europe, and not even during the awful pogroms under the Nazis. We always said 'Next Year in Jerusalem.' Jewish communities around the world, who supported their brothers, shared in this hope. This included the Jewish community in Brazil the roots of which go back to the Portuguese migration here and afterwards, after the expulsion from Spain. They came and were welcomed here in the new world, but supported the dream of the return to Zion. Be proud of Brazil, love Brazil and want to see the return to Zion – 'Next Year in Jerusalem.' We have returned to Jerusalem and – like in the Biblical prophecies – we rebuilt Zion. We overcame many enemies. We gathered in our exiles and we rebuilt our land. We built a strong military, among the strongest in the world. We built an economy that is among the strongest in the world. We built industry, science, culture and now we are building with our friends around the world. 'For Israel is not widowed.' We now have a new friend who knows the hardships of history, the sources of our mutual culture and the great challenges that face us in ensuring the future. Therefore, at this occasion, the first visit by a Prime Minister of Israel to Brazil, I am honored to tell you that very soon we will host the President of Brazil, a friend of Israel, Jair Bolsonaro, in Jerusalem. There is a cumulative, breakthrough change, from the situation in which Israel was a small country, inward looking, fighting for its existence against boycotts and isolation. This is a fundamental thing that we have been working on, and which I am leading, very methodically and orderly, for over 20 years. We are taking the genius latent in our people and translating it into strength of our state. Bolsonaro said in the synagogue today: 'I come to learn from you what you are doing.' They have so little and do so much. We have so much, and have done so little. Countries look on us with admiration, there is no other word, in all fields. - Israel PM Netanyahu Meets with Brazilian President-elect Bolsonaro

The two held a private meeting and then an expanded one in which Brazilian Foreign Minister Ernest Araujo, Defense Minister Fernando Azevedo e Silva, Finance Minister Paulo Guedes and Congressman Eduardo Bolsonaro – the President-elect's son -- also participated. Prime Minister Netanyahu invited President-elect Bolsonaro to visit Israel; the President-elect accepted. They agreed to tighten – inter alia – economic, security, water management, agricultural and technological cooperation. Following the meeting, President-elect Bolsonaro awarded Prime Minister Netanyahu Brazil's highest and most important national award for high-ranking guests, which is awarded to prominent and influential people and was previously granted to former US President Dwight D. Eisenhower and Queen Elizabeth II.
